今天（31號）上午有豬農到到立法院外抗議，要求行政院長林全承諾不要開放含瘦肉精美國豬肉進口，中午抗議人潮散去。下午兩點半立法院繼續開會，但國民黨立委持續霸佔發言臺抗議，要求全承諾不開放民間借款〈超強民間代書貸款〉 含瘦肉精美豬進口、不開放日本福島食品進口、保障漁民在沖之鳥公海的漁權。林全下午仍無法上台報告。
林全下午在進入議場前表示，會跟立法院做最妥善的溝通，讓人民放心。至於下午一點二十三分發生的有感地震，林全表示目前為止全國沒有傳出災情。
林全：『我想我們會跟立法院做最妥善的說明和溝通，讓人民放心，有關的政策，好不好。』
